Unfortunately, cannabis (and its associated products) is strictly prohibited in Texas. The only way for you to legally access cannabis oil, would be to travel to a legal state, such as California, obtain a medical marijuana recommendation while here, and then purchase it from a legal dispensary. Keep in mind, that you would not be able to bring the oil back with you to Texas, as transporting cannabis across state lines is against federal law.
