If and when cannabis gets re-scheduled it would not only take some time, it would also depend on what schedule its made into. A schedule 2 drug like, narcotics, would still need a doctor prescription. I would imagine it would take more then a year, at least, for a change to be made effective. In the meantime your recommendation wold still be valid.
That being said, no one has any idea at all regarding re-scheduling! There is a lot of pressure for something to happen, but that does not always translate into action.
