Is it necessary to decarb the dried flower to benifit from the cbd when making a tincture? I would like to produce a medicine with no psychoactive effects.

Yes you still need to decarb your CBD flowers for a tincture. CBD-A does have medical benefits, though if you are after the traditional benefits from CBD, you will need to decarb for your tincture.
