It depends where you are going with your luggage. If you are in California and driving someplace with it within the state of California, and have your recommendation with you, then the answer is yes. If you are driving out of the state, recommendation or not, the answer is no.
If you are taking your luggage to any airport, the answer is no. Airports are under Federal control and cannabis is a Schedule 1 drug and is illegal at the Federal level. The TSA is not looking for cannabis or cannabis products such as Foria, but if they find it they can either look the other way or call over the police to perhaps do something. It is a gamble when you fly.
